The earliest scaffolding used in Japan was wooden scaffolding. By the 1980s, a large number of Tubular Scaffolding were applied in the construction project. Frame Scaffolding was first developed in the United States in 1953, and was later introduced and developed in European countries, forming various types of Frame scaffolding systems. In 1955, a number of Japanese construction companies began to introduce the Frame Scaffolding, but the Tubular Scaffolding still hold dominate position in Japanese scaffolding market.

 

Frame Scaffolding was first used in the project of subway construction and branch highway construction. In 1956, Japanese JIS standards for scaffolding were established. In 1963, the ministry of Labour also formulated some regulations on scaffolding and acrow props in the Regulations on Labour Safety and Health. Therefore, frame scaffolding has become an essential tool in the construction project.

 

At the same year, some of the larger construction companies in Japan had developed, researched or purchased frame scaffolding, which are widely used in construction project. In 1965, scaffolding had been used more and more as Japanese high-rise buildings have increased. In 1970, various scaffold rental companies was boom to the market. As the rental of scaffolding could meet the requirements of construction enterprises and reduce their investment. So the development of Frame Scaffolding increased rapidly.
